96 unaccomplished constructed projects, including 31 projects of industrial and social-cultural destination, 64 residential constructions (including projects of Chernobyl building program) have been sold for 5 years. The state program of privatization for 2000-2002 enabled to speed up the privatization of unaccomplished building sites. This law contains many regulations, aimed on increasing of quantity showings in privatization. First of all, the procedure of preparation of dolgostroys for privatization has been simplified and the possibility of privatization of building sites for the disassembly has been stipulated. Besides, the procedure of the sale of the unaccomplished projects to one buyer without making an expert appraisal has been adjusted. The concept of auction with the price-cutting has been introduced. The legal regulation, that enables the privatization organizations to make a decision on the auction holding (according to the method of the cutting price of the object), has been consolidated by law. This order was worked out by the Fund of the state ownership of the Ukraine to develop paragraph 74 of the State program of privatization for 2000-2002 and item 14 of the Law of the Ukraine " About the peculiarities of privatization of unaccomplished projects", being adopted by Verkhovnaya Rada of the Ukraine on 14.09.2000. According to the experts of privatization, the appearance of this very document caused the tendency, having shown recently, of relative acceleration and increase of volumes of privatization of the unaccomplished building sites.
