     To convert propellant into water
 
The Ukraine took the third place in the world on the amount of the nuclear weapons and the ways of it's convey, it was not long ago, has already got rid of this stuff. But the cold war, as well as the other kinds of wars, reminds of itself even when there is no opposition. The scientists and medical men speak with more confidence the causeless epidemics of the illnesses have their causes all the same. One of them may be the energization of the dismantling of the material when the old technologies of the toxic substances demolition are often used.
The liquidation of the materiel becomes complicated by the following fact: it contains the remains of the rocket propellant components that are dangerous for the environment. First of all these are heptyl and amyl, affecting the liver, lungs, provoke into the appearance of the oncological pathologies. They neutralize these substances using technologies that don"t meet the present day requirements of the ecological security and are very power-consuming.
The propellant of the dismantled weapons and equipment is poured out at the storage facility. Before this terrible weapon becomes the scrap metal, they wash it out with water. One liter of the remaining propellant gives about 50 cubic meters of the ablution "lethiferous" water, containing lots of heptyl. It can be demolished by means of cauterization. And this procedure is rather expensive. To demolish one cubic meter of this lethiferous water 250-300 kg of fuel are spent.
But the high cost of this kind of technologies is not the worst headache. The thing is, the water, containing the rocket propellant components, is incinerated at 800-1200°C. During this process various polychlorinated compounds - dioxins arise. They have more aggressive influence on the human organism than amyl and heptyl do. The fatal dose of the isomers of dibenzo-para-dioxin is 0,007 mg/kg. And the total amount of this stuff is about 3000 tons in the Ukraine.
The specialists of the department of the labor protection and safety of the vital activity of Vinnytsya technical university with the Doctor of technical sciences Pavlo Molchanov at the head have made the decision to invent the way to make the technology of the rocket propellant demolition cheaper and simpler. The so-called cold combustion with the usage of the catalytic methods has been assumed as the basis.
The temperature, the reactions of converting of the lethiferous substance into such air components as water, molecular nitrogen and oxygen run at, is similar to the temperature of the environment. Such technologies of destruction don't need expensive equipment and power input at all. Besides, the domestic catalysts are used.
Unfortunately, the traditional conservative thinking and money, given by the Congress of the USA according to the program "The common lowering of the threat" is an obstacle on the way of the working up and utilization of this technology. So the proposal of Vinnytsya citizens may not be put into practice.
