Everything started with the telephone hybrid "Dialog". This multi-purpose apparatus enabled the presenter of the TV or radio program to communicate with the listener dialing the studio on the air.

Its begetters were the designers of scientific technical center " Digital to analog systems " of Vinnytsya technical university V.Volkov, O.Bilokon, N.Lozhko. Two candidates of technical sciences V.Steyskal and L.Krepelnitskiy were at the head of the group.

The mass media specialists estimated the invention at its true worth. "Dovira Niko FM", National TV and Radio company of the Ukraine, Kyjiv regional TV and Radio company, STB and "Ishtar" TV channels wrote out their orders.

Having analyzed market tendencies, the scientists decided to rise "Dialog" interactivity. Thus the idea to make the rating voting system appeared.

It appeared on the air not long time ago but TRC "Era" estimated it at its true worth and it was only after its successful operation in our capital that the system was introduced in Vinnytsya at the TV studio "Ishtar". They say, that this was promoted by the elections of mayor, being held in June 2000.
